This is beyond alarming:
First, the establishment of the USPS. Per 39 CFR § 1.1 - Establishment of the U.S. Postal Service:
§ 1.1 Establishment of the U.S. Postal Service.
The U.S. Postal Service is established under the provisions of the Postal Reorganization Act (the Reorganization Act) of 1970, Public Law 91-375, 84 Stat. 719, as amended by the Postal Accountability and Enhancement Act of 2006 (PAEA), Public Law 109-435, 120 Stat. 3198, as an independent establishment of the executive branch of the Government of the United States, under the direction of a Board of Governors, with the Postmaster General as its chief executive officer. The Board of Governors of the Postal Service (the Board) directs the exercise of its powers through management that is expected to be honest, efficient, economical, and mindful of the competitive business environment in which the Postal Service operates. The Board consists of nine Governors appointed by the President, by and with the advice and consent of the Senate, to represent the public interest generally, together with the Postmaster General and Deputy Postmaster General.
Second, let’s take a look at the charter and mission of the USPS. Per 39 U.S. Code § 101 - Postal policy:
The United States Postal Service shall be operated as a basic and fundamental service provided to the people by the Government of the United States, authorized by the Constitution, created by Act of Congress, and supported by the people. The Postal Service shall have as its basic function the obligation to provide postal services to bind the Nation together through the personal, educational, literary, and business correspondence of the people. It shall provide prompt, reliable, and efficient services to patrons in all areas and shall render postal services to all communities. The costs of establishing and maintaining the Postal Service shall not be apportioned to impair the overall value of such service to the people.
Ok. So, “basic and fundamental service” and “bind the nation together”. got it.
Also, per 39 U.S. Code § 403 - General duties:
The Postal Service shall plan, develop, promote, and provide adequate and efficient postal services at fair and reasonable rates and fees. The Postal Service shall receive, transmit, and deliver throughout the United States, its territories and possessions, and, pursuant to arrangements entered into under sections 406 and 411 of this title, throughout the world, written and printed matter, parcels, and like materials and provide such other services incidental thereto as it finds appropriate to its functions and in the public interest. The Postal Service shall serve as nearly as practicable the entire population of the United States.

In providing services and in establishing classifications, rates, and fees under this title, the Postal Service shall not, except as specifically authorized in this title, make any undue or unreasonable discrimination among users of the mails, nor shall it grant any undue or unreasonable preferences to any such user.
Hmmm. “shall not… make any undue or unreasonable discrimination among users of the mails, nor shall it grant any undue or unreasonable preferences to any such user.”
Now we have the Postmaster General - pursuant to an Executive Order Trump issued on March 31, 2026 - deciding on his own to ignore the Constitution by stating that the USPS will not mail ballots in states that do not provide their voter lists to the federal government, thereby inserting the federal government into voting, which per the constitution is administered by the States as amended by Congress. This is essentially blackmail. Notwithstanding that federal courts have now ruled 9 times out of 9 cases that it is not legal for the federal government to insist states forward their voter rolls to the feds.
Reminder - as I’ve written in the past, Executive Orders do not supersede the Constitution or laws, nor do they have the force of law.
This is the textbook definition of “obeying in advance” as promulgated by Professor Timty Snyder in his book “On Tyranny” (a short read that everyone should read and have available).
In my view, as always, this comes down to accountability and consequences. There need to be meaningful, material and personal consequences for rogue actors in our government. Until that happens, we will continue to be inundated with illegal actions that entail zero risk for those undertaking such actions.
