I don't know.

The lesson I've taken isn't so much that guardrails and institutions in the U.S. are flawed but more than rules and norms aren't self-executing. Stopping a unitary executive like Trump's is, in fact, the one thing our guardrails and institutions are supposed to be good at: think how many governments have been elected only to find that they couldn't do this, that, or the other thing, because someone somewhere in the endless galaxy of veto points decided to be contrarian. The current situation is only possible because entire institutions have simply abdicated their responsibility (Congress, Supreme Court) and refused to use their powers.

Our system does need institutional reform, but I don't think any institutional reform can prevent this.
